Round 3


Did you go for Round 3? If you were 0/x, what was your strategy, and what's your backup plan? Did you submit a hardship appeal?

Based on last year's August 2012 wait pool list, we can expect large waitpools at many non-"trophy" schools like Alamo (wait pool 15 last year), Fairmount (23), Lawton (16), Peabody (15), Sloat (18), Stevenson (15), Sunset (30), and Taylor (15 GE, 13 Chinese Bilingual). Anyone giving up spots at any of these or the "trophy" schools?

  1. 0/11 round 1 and 0/17 round 2. Clarendon GE is my waitpool/round 3 school. I'm in monroe attendance area with NO tiebreakers so I know getting Clarendon is a long shot, actually more like a miracle. Homeschooling is my back up plan.

  2. There are a lot of good schools which have open spots that are far better than homeschooling. If you have the energy, you should send them to a less popular school, then homeschool to make sure they're at the top of their class. You can get into Lowell as the top kid at MLK or James Lick or Denman and there are schools which feed into those which anyone can choose. If you get into Lowell you have it made, don't worry if the elementary school isn't perfect. You can take the 6 hours of good education available at a non-trophy school and then add a couple hours one on one yourself, your kid will be fine and you'll be benefitting a school which needs people like you to go there, join the PTA, turn the school around. A few years ago everyone hated McKinley, now it's a trophy school.

    1. 7:25 here. Our assignment was carver. We will consider this if there are better schools in open enrollment. I wish I had known about TECA during application period, now it's too late to apply for K there

    2. This does not even make sense to me. Homeschooling can be awesome if the family has the resources to do it well, certainly better than a school that socializes to failure. (Not saying Carver socializes to failure--I don't know anything about it.) What if my goal is not to have my kid be first in his class and get into Lowell? Not me. My kid has learning issues that would make trying to be number one torture for all concerned and Lowell a horrible fit. Why would I need or want to send my kid to a school that needs me to turn it around?

    3. Hi 7:25. I'm not so sure it's too late to apply at TECA. Have you talked to them? They have a waiting list, but they are going through it right now. I don't really know the details, but unless you've talked to them and they have told you you can't apply now, I would think it can't hurt to get on the waitlist now.

  3. If you're in Monroe area you should look @ Mission Prep or the other charters - my son is finishing K @ TECA & we couldn't b e happier. Previous poster make a good point - let a nice K teacher give your kid the basics now while you spend afternoons with enrichments - your kid won't make the Harvard-vs-Harley decision based on Kinder anyway. :)

    2. Yes, it is true that our principal has left. I believe this information is posted on our website www.teca-sf.org. Ms. Morrell returned to the east coast to be with her family. She did a lot for our school - started the dual immersion program, increased attendance, increased enrollment, oversaw the remodeling - and so much more.
      However, these things happen and onward and upward! I am a kindergarten parent and so far no one I have spoken to at school (parents, teachers, administration, board members) is alarmed. Our vice-principal, who has been with TECA for over ten years I believe, has been in this position before and she did a great job - and has been doing a great job these last few weeks! She is working hard to finish up this year and get our summer school and kindergarten boot camp (if needed) into place.
      The search for a new principal promises to be a collaborative effort among teachers/staff/board/parents and we are all looking forward to the future. We have a terrific school - now we just need to find the right leader to make it even better.
      At first I was alarmed - but after speaking with TECA old timers and with parents at Glen Park Elementary and people from others schools that have gone through this big change, I'm not concerned.

  4. Back to the original question, is anyone giving up a spot at a popular school? Also, does anyone know how many spots eventually opened and were filled by the wait list at the above listed schools in 2012? The numbers are only meaningful is we can see what the conclusion was for those on the wait list.

    1. Would you consider Marshall for Spanish immersion instead, even for just a year of kindergarten? BV had the largest kindergarten wait pool of any Spanish immersion school last year, 27 total. Marshall, on the other hand, had a much smaller waitpool last year (3 for English speakers) AND is a higher-performing school thatn BV, despite less favorable demographics.

      Marshall's 2012 CST scores for 2nd-5th graders who were NOT economically disadvantaged were 413 for English 413 and 453 for Math, higher than Lilienthal or Rooftop. Marshall's base 2012 API was 770 overall, 976 for white students and 734 for Latinos. That's higher than BV's API of 725 overall, 887 for white students, 692 for Latino students. Similarly, for English proficient students, Marshall only has reported CST scores for 2nd and 5th grade, but these are either equal to or higher than BV's for both grades.

      Demographics: Marshall's K-2 enrollment is 83% Latino and 8% white, BV's K-2 enrollment is 72% Latino and 17% white. Only 24% of Marshall test-takers had parents with a college education or higher, compared to 38% of BV students. Marshall is 88% free and reduced lunch, compared to 70% at BV.

      Last but not least, I'm a little unclear on this, but I believe that Marshall was a program improvement (PI) school, and students at PI schools get priority over CTIP1 and AA for transfers in later grades.

  8. I would be very surprised if the middle school feeder doesn't change by the time our kids are ready for 6th grade. Focus on one year at a time - the SFUSD is a moving target!

  9. I'm a little baffled by blogger's question about submitting a hardship appeal. If you didn't get a school of choice in the first round, the second round would be the time to raise this issue with the district. If you didn't do it in the second round it looks like you are now using the hardship appeal as a tool to manipulate the system. I don't imagine you are suggesting this so what do you mean? The third round is very late unless you either recently developed the hardship or you are trying to use it in a manner that wouldn't be proper and fair to other applicants who also have not received a school of choice.

  11. The middle school feeder system won't change. The percentage of kids staying from elementary to middle in public schools has gone way up as a result. Knowing you can stay with your friends and where you'll go has been a good move. The system is better than before with fewer families not getting anything for elementary. There are a lot more kids in SFUSD middle schools than there would be had they not implemented the feeder system. It's already set in stone until 2017 when it becomes full. They'd be crazy to abandon it now and go back to a lottery.

  12. I wouldn't say it was set in stone. It can always change by vote of the Board and there are many who don't like the feeder system for good reason. Their elementary schools feed into middle schools that may be poor performers and/or have no honors, music or language pathways among other things. And let's not forget that the middle school assignment system was the most controversial of the three when it was first enacted.

    But I think you are right anyway. I don't think it is likely to change unless you have a major change in the political leanings of the Board, the Administration or a court order. None of these are likely to happen soon. But if you have a kinder now, middle school is long way out and even if the MS assignment system stays intact, the feeder assignments can change. You could find out that the school you thought you would feed into is replaced.

    As for whether it was a good move, it depends upon where you stand. For any one family it really depends upon your luck in the elementary lottery draw, unless you can believe in the principles of the assignment system whether or not you personally satisfied are with your assignment.

    All these issues are the byproduct of the move away from geographically-based assignment.

    1. Also possible is that the feeder system will stay but the individual schools will change because of it; some for the better, some for the worse. Bottom line is that it is impossible to predict so do what works for your kid and your family for the next few years.

  13. I don't understand why Lakeshore feeds into Denman. It's in a great neighborhood right near Lowell and could be a Peabody type school, a Feinstein, a Sunset. But they did that and it now is a school no one wants to go to. Why did they do that? It could be a top feeder to Lowell if it went to Hoover or Aptos, both of which are closer. I think that was just plain mean.

    1. I think it's time for someone to re-tell the Miraloma story. And now those same Miraloma parents will be at Denman making it into a desirable school. So in 5 years parents will be complaining because they can't get into Denman. And to the poster below, it wasn't long ago that no one wanted their kid to go to Mckinley. It was a handful of parents (like is currently happening at schools like Glen Park) that made the difference FOR you! So, with no disrespect intended, please just be one of the doers and stop sitting by complaining because the work has not been done FOR you already. I know it seems unfair that we are all stuck with the responsibility of helping make our schools better, but the way many people (Esp, on this board) are looking at schools, they will only see themselves as "winners" in a situation where others are the "losers".

    2. Agree with 1:35. Since Miraloma, Sunnyside, and Lakeshore are all feeding into Denman; Denman will probably be on the up and up.

    3. Word, 1:35pm! All schools should continually be improving and working on their programs. On the playground and in the neighborhood circle, I hear far more dissatisfaction from parents of the most requested schools than those who are actively working to improve their schools. Could it be that some schools are resting on its laurels? Or are families entering these popular schools thinking that it doesn't require more effort on their parts? These trophy schools or whatever the heck you want to call it didn't happen on its own - it took parents and communities with initiative to roll up their sleeves on any level that they could. And while the quality of school is important, let's not forget that the appreciation and drive for education starts at home, not in the classroom.

    4. Sunnyside also feeds to Denman. 12 years ago Aptos was considered to be a "ghetto" school, and no one wanted to go there.

      Sunnyside and Miraloma are still high on people's lists, despite the Denman feeder. The Everett feeder status hasn't harmed McKinley at all. I think Lakeshore is a less popular choice than some because of where it is -- far from most of the city, and not on lots of folks commute path.

    5. Looking at first choice requests since 2008, the decline in Lakeshore's popularity predates the MS feeder system. Other schools with declining popularity are Alamo and Lawton.

    6. The optimistic view would be that there is less demand for these schools because more schools across the district have become "acceptable" to more parents.

    7. I wouldn't bank on the Miraloma community having a big effect on Denman (at least not in the short term). There have only been a few kids heading to Denman from Miraloma since the feeder system was started. The current Miraloma graduates are scattered all over the city with record numbers headed to private, parochial, and charter schools. In pre-feeder years they scattered as well, but tended to send large groups to Aptos and Lick. I have heard that more Sunnyside graduates are going to Denman so that could be an influx of active families.

      The feeder system will certainly change when Willie Brown opens, who knows what SFUSD will do in the meantime.

    8. Presumably, we are saying that the feeder system isn't the main reason demand has fallen at Lakeshore, but why has the demand dropped? Along with its test scores?

    9. We are trying to work that out- (I started there last year) Its an amazing school.

      Lakeshore did lose buses and the feeder system shifted - but as other posted have noted demand at Miraloma which also feeds into Denman has only increased.

      We certainly had issues with leadership and have a new principal coming this fall. In my experience he is outstanding- and he was chosen by a group of teachers, staff and parents after surveying the community. There is a lot of renewed energy there and I am guessing demand will rise accordingly. The teachers are long term and the multi-cultural curriculum, enrichment, Chinese language options and on site before and after programs make it a really well rounded school in a really beautiful place.

    When you look at a feeder map, it is generally speaking, proximity based. But then there are all these exceptions and those exceptions are really arbitrary and give SFUSD tremendous opportunity to play favorites. Why does Clarendon feed into Presidio that is so far away, for example? Or Rosa Parks? Ostensibly this is for a Japanese pathway. But Presidio's small Japanese language offering hardly warrants such a major relocation of students. That's like having the schools feed into Presidio because it has a dance class. And this is all the more ridiculous when there are middle schools that offer no honors or music and elementary students at feeders schools are forced to go them, even if the kids need those classes. Why are the needs of language pathways put before the needs of honors or music?

    But I fear I am getting off the subject. But it goes to show you that so many of the concerns overlap. It is hard to speak of student assignment and not verge into these topics.

  16. Also controversial is that some of the bilingual programs are feeding into non-neighborhood schools. As those programs grow, there will be less space for the general education programs at the middle school level.

  17. I didn't go to Stanford and work 80 hours a week for 10 years to send my kids to Carver, give it up. No one sends their kids to Carver if they are not dirt poor and don't know any better. It's where dreams go to die, check the API scores. STOP TRYING TO TELL ME WHAT TO DO!!!!!!!! It's not your child!!!!!!

    1. Like, Don, I think many of us can appreciate how you feel -- I'm pretty frustrated with the system, too, but I find the way you present yourself to be a little over the top. Are you saying that the parents of the children who do go to Carver don't work 80 hours a week in the hope that their children might have a better future? (Yes, I'm making the assumption that they didn't have the wonderful opportunity like you did to go to Stanford.) I'm not going to tell you to send your kid to Carver and try to make it a better school. I feel like that kind of advice from people on this Board is a little silly because I doubt many of those parents giving it are at the Carvers of this school district themselves. It's easy to dole out advice when it isn't your kid. But, in your case I really hope you don't send your kids to Carver. They don't need someone like you there helping their dreams die. Good luck.

    2. 1) What does your Stanford degree have to do with this whole situation? I might point out that your kid is one heading off to school and she probably hasn't done her four years at any major university.

      2) Have you even visited Carver? API scores were never meant to be used this way. I doubt dreams go to die there. I bet if you walked into that kindergarten class, you'd see about 22 hopeful faces who dream of being princesses, firefighters, race car drivers, police men, bus drivers, vets, doctors, teachers and whatever else strikes their fancy whenever they get asked that question.
      3) The kids are probably poor (but let's be real, they are kids and they didn't make that choice) but that poverty isn't contagious. There will be kids in that class who can read at a 2nd grade level and kids who haven't quite figured out the alphabet yet. But again that poverty won't rub off on you or your kid. You'll still able to go to 80 hour a week job and make as much money as half the class combined.


      Having been at a school for four years now that has completely terrible test scores, I feel pretty comfortable saying this - your child might actually flourish in an environment like that. I too once worked 80 hour weeks and I have fancy degrees from schools that shall not be named. My kid has had a great education at her terrible test score school. Her test scores were fantastic last year but better yet, she's been pushed and challenged intellectually way beyond whatever drivel is on the CST tests. I have her teachers to thank for that. They are smart, hard-working, and seem to pursue their job with an almost religious zeal. I would be willing to bet that there are quite a few teachers at Carver like that.


      Open your mind and open your heart a little. I'm not saying that you have to send your kid there, but don't disparage a place you know nothing about.

    4. Having first-hand experience with Carver Elementary School I know many students and parents there. As at any school there is a mixed bag of students who are sassy, intelligent, shy, witty, athletic, self-motivated, trouble-makers, etc. Yes, the population is generally less resourced than the rest of the city, but it's diverse ethnically and culturally. It's richer in other ways. There are parents who are active at the school and in their children's lives. The administrators, teachers, and staff of non-profits with programs at the school are doing the best with what they have.

      I don't care how disappointed you are in your school assignment. Yes, it's fine not to want to send your child there. Like many schools in the city there are problems. But, don't be rude ... along with racist and classist.

  20. Attempting to bring this thread back on topic: 0/10 in round 1, 0/12 in round 2. Got assigned Flynn GE, which is our neighborhood school.

    Round 3 request is for Rooftop. As I see it, at least the attendance area / SFUSD pre-K tie-breakers won't be in play, so we have as good a chance as anybody else.

    2. Tiebreakers aren't in play for round 3 and future rounds?

      Eyeballing API scores, Flynn's white students do relatively well, but if you have an African American and Latino child--well, you could do better.

      FWIW, Flynn's 2011-12 API for white students was 916, comparable to Miraloma, New Traditions, Sloat, Jefferson and slightly higher than Creative Arts, Argonne and Alamo, and 35 points higher than Feinstein.

      Flynn's CST scores were around 400 English, 420 Math for white students, lower than Clarendon or Rooftop, but comparable or slightly higher than Miraloma, which admittedly underperforms its demographic. CSTs were about 400 for students NOT on free/reduced lunch, and similar high CST scores for college/grad education, tho the numbers were smaller.

      For African American students, there are many schools with higher academic performance, going by API, including Milk and Carver. For Latino students, Guadalupe and Longfellow have higher APIs.

      The question is how many of those students are in general education vs Spanish immersion. Perhaps someone who toured or is a parent there can say.

    3. Tiebreakers are indeed in play in Round 3. What 9:39 is saying, I think, is that since Rooftop doesn't have an attendence area or a Pre-K program, those tiebreakers don't enter into the equation. But a CTIP1 or a sibling tiebreaker still would.

    4. Hi this is 9.39 again. We consider ourselves lucky that we have a spot at TECA.

      Tie-breakers are still in effect. But as someone else said, a couple of criteria are invalidated outright because Rooftop doesn't have an attendance area. I'm hoping that there won't be any siblings or CTIP1 applicants left, so from our perspective it becomes a true case of "first among equals".

    enrolled in an afterschool program which doesn't bus from McCoppin. no clue how we'll get her there.

    1. I feel for you! We are also AA for Grattan and got Sanchez. O/whatever my wife put in rounds 1 and 2. Once this disgusting process is resolved for us, I plan on organizing a group to somehow get neighborhoods number 1 and not 4 for preference. In fact why the f... is there even a damn lottery if you live close to a school. I find it very hard to listen to people complain that they got their AA as their school. After all they chose to live there. The problem is that the city gives people the illusion that there is a choice. Where was our choice? I hope our kids will be playing together at our neighborhood school Grattan next year.

  25. I am paranoid that we will be assigned to our wait pool school but the letter will be lost in the mail.

    We were 0/8 in Round 1 and 0/21 in Round 2. Wait pool school is Sloat. We enrolled at our assigned school, Cleveland, after Round 1 letters. Our AA is Monroe, which we did not list but also weren't assigned to. Our back up is a catholic school.

    @11:33am: I'm terrible at participating, school spirit and group activities. The prospect fills me with dread. However, yes, of course I'm going to be on the PTA if I find that I have to, because it's my kid. And yes, generally the idea that if more parents who have the time and the drive to participate were involved in all schools we would have better schools seems absolutely plausible. It all breaks down a bit when you have to consider whether your child, the apple of your eye, the sweet gentle soul, is going to be able to thrive and grow to their "full potential" (whatever that is) while your involvement is benefiting all the other kids.

    1. Good luck to all of you that are still in hot pursuit of a spot for your child. You all should get medals just for sticking it out. I really do have faith in the system and for the record, after dealing with all this last year, I just want you all to know that EVERY - literally, EVERY - single family I know ended up having a really great kindergarten year and are pleased with their school (though some initially skeptical of their assignment). There must be at least 100 families I personally know. You will get there!!!

    5. I can kind of see that. I know of people who left SFUSD, and I know people who opted for private, but those weren't people who stuck it out to the end. Of the people whose kids _are_ in public schools, I don't know any that are miserable.
      This is partially why I decided to not apply to privates. But I wonder if I'm being too passive just sitting and waiting for the letters. Should I be hanging out at the EPC? Picketing daily? I hear stories of parents who wouldn't take no for an answer, refused to register at their assigned school, filed appeals etcetera. Ugh.
      But the thing that drives me absolutely nutty is waiting.

    6. This is nuts. Lets assume all of the people whose kids are currently enrolled in SFUSD are happy ... or "not miserable" (a pretty low bar) as you state. If this is really the case (which I doubt seriously), the only reason this process "works" is BECAUSE enough families in SF leave for private or can afford to leave SF all together. If all the families in SF stuck it out to the end, there would be alot of disappointed people. So thank goodness people can afford 20k a year to send their kids to private schools. Thank goodness people can afford to move despite the cost and sometimes inconvenience. Thank goodness there are great public schools elsewhere in the Bay Area that can draw families away from SF. Without these options, everyone would probably stick it out to the end and we would all be screwed.

      A perfect process.

The flip side of the argument is that if these families that have the resources to go outside the public school system were to stick it out and stay, they would work with their kids' schools to improve them, thus improving the public schools for all, etcetera. The thing is, this requires a critical mass of these parents at any given school - although, the PTA president I met at Redding seems to be quite determined to create this shift by his efforts alone if he has to. Which is very commendable, and I believe he can succeed - but I don't have a schedule quite as flexible, or perhaps, the resolve, to be the change like he is doing.

  27. Wait Pool document is posted at the district website. But it shows no data about K waitpools at schools such as Grattan, Clarendon, Jefferson, Lawton and more. Huh?! Can anyone help me understand how I'm supposed to interpret that? Those schools appear on the document, but their wait pool data begins with Grade 1 and there is no 'line item' for K.

And just for the record (I'm 9:32), I emailed EPC about the original list and they responded almost immediately to let me know that the list was incomplete and had been updated on the web site. Looks like the largest wait pool is Rooftop with 25. Argonne - 24, Clarendon GE - 23, Grattan- 23.

  30. Can someone please explain the process at this point? How soon will we know if spots open up in any of these schools? Does EPC publish anything when a spot opens up, or does the open spot simply trigger the lottery for that school? I'm trying to get a sense of how much movement there is at this point. If there's no movement in my desired school, I'd like to get on a wait pool for a school that actually has spots. Please advise. Thanks.

  32. 10:01AM: heh if there were spots, there would be no wait pool; if there is a wait pool, there are no open spots...

    There is no way for the public to know how many spots are opening, or when they're taken, other than by repeatedly asking EPC what the list length is for a given school.

    But reduction in wait pool size does not necessarily mean a spot opened and was filled from the pool; someone might have just withdrawn from the process, or moved to another wait pool.

    Maybe if you ask an EPC counselor they could tell you in person if there had been any movement in a given school...

    ...but that is no predictor of wether there will be more, of course.

    Most important data missing from the doc at http://www.sfusd.edu/en/assets/sfusd-staff/enroll/files/2013-14/2013-14_wait_pool_list_06.10.13.pdf ...

    ... number of total slots for each category!

    E.g. in the SN category (Dual Spanish Immersion, Spanish speaking) Alvarado has a wait pool size of 9 but Fairmount 10...

    ...but Fairmount has three classes of Kindergarten, and Alvarado only two that are Dual Immersion (plus GED). So the chance of movement is actually better in Fairmount.

  34. Will EPC provide you any more insight besides the number of students on the wait pool? For example, if the wait pool contains students with sibling, CTIP1, or attendance area preference? Also, will they tell you "your kid is 7 of 9" so know what your realistic chances are?

    For example:

    Q: Will I be able to know how many other wait pool requests there are for the school that I am requesting?

    A: Yes, placement counselors at the EPC can share the number of Wait Pool requests for a school up until that point in time. However, they will not be able to share the tiebreakers that will be attached to the students requesting.

  37. 2:51PM: they're called pools, not lists, because there is no ordering as suggested by your question. You're never really '7th in line out of 9,' you're always one of 9 from whom open seats will be pulled.

    As noted in other recent questions, the same set of tie breakers still apply as in the earlier rounds, so the hypothetical nine of you might not be playing the same game.

    E.g. if six of the families in the pool have preferences (CTIP1 for example) that you don't, you have no chance unti they are all in. Once they are, you have a 1 in 3 shot at the 7th spot opened assuming equity between you and the other two remaining people in the pool.

  40. Postman is uncommonly late today...unless they have stopped delivering junkmail. My husband and I are finding it both amusing and appalling that we are sitting around waiting for something that may not even exist!

    Everyone...please post if you get a letter and list both where you were and where you are lucky enough to be going!

  41. No letter here, and I was not really expecting one today. Rounds 1 & 2 letters both took 2 days to show up. If no letter tomorrow (seems unlikely), I will assume we are moving on to Round 4. I will also be submitting a Round 4 form with a new choice, because we listed New Traditions as our Round 3 choice and today's waitpool numbers do not look encouraging. Sigh.
